Devon is one of the most popular holiday destinations in the UK, and for good reason. The south coast offers picturesque seaside resorts, while if you venture just a short distance inland you'll find the stark beauty of Dartmoor National Park. The north of the county tends to be less visited than the south, for here the scenery is more rugged, but no less beautiful. If I had to pick an 'undiscovered gem', I'd vote for the area around Hartland, where the scenery is stunning, or perhaps the coast at Woolacombe, both in the north.
